WHY THE SONA (State of the Nation Address) AFFECTS US


After years of democratic struggle, maybe we can say that the Philippines reached a certain degree of Political Maturity. Last monday's SONA delivered by President Noynoy Aquino captivated the Filipino people from all walks of life. Almost everybody was glued to their televisions, radios, internet connections, and even cellphones, just to watch, listen and monitor what the new President has to say. Unlike in the past SONAs which were not given much attention, the SONA of P-NOY (President Noy), was well attended and given importance. Surveys show that 8 out of 10 Filipinos believe in the President's SONA. With this level of trust rating, confidence in the new adminstration is very high.

he SONA is an opportunity for the President to outline his vision and program of government. It is a statement or description of the real situation of our nation and where it is headed to. President Aquino's SONA can be observed as realistic, straightforward and doable. This is how it affects us:

a)If the President is against red tape and wants transparacency in government transactions, those in government are expected to behave and help eliminate corruption.

b)If the President wants to put to a stop unnecessary expenses, then we have to expect a frugal government.

c)If the President wants a Public-Private partnership in pursuance of infrastructure and other development projects, we have to expect competition among the private contractors and developers, which is healthy in the bureaucracy.

d) If the President wants to give importance to job-generation, we have to attract more investors.

W
hether we like it or not, every Filipno is affected by the SONA because through it, we can chart the destiny of our country.

Edcel Lagman delivered a speech responding P-Noy's SONA. Who would give credence to a pawn of a discredited regime full of lies? P-Noy's figures are based from facts and it is impossible that P-Noy lied to Pinoys in his first report to the nation. Who believe Lagman when even they were in office, they (Arroyo and minions) were rated from -53 to -33?

It looks certain that Arroyo will have her day to face the Truth Commission. Truth will come out and justice will be served. As they say, "weder weder lang". If found guilty and convicted, I'm 100% sure that P-Noy will not pardon his predecessor.

In the meantime, we probably expect more anomalies to be uncovered. Barely a month in office, I believe that P-Noy has done a lot of goodness for the country. He has still a lot of things to do to make the country better and metamorphose into what we truly deserve.

An illegal drug remains a significant problem in the country due to corruption and poor law enforcement. Corruption of police and state prosecutors remains an obstacle to better law enforcement in the Philippines. Wealthy and influential families are untouchables. PNoy should focus on smuggling and other tax evaders. Smuggling of tobacco alone costs the government P10 billion a year in lost revenues. The Philippines has become a favorite transshipment point for the smuggling of tobacco to countries where governments are charging exorbitant taxes to curb domestic production and consumption. Subic Bay Freeport is their favorite docking place.

So, sa madaling sabi po ang anti-drug campaign ni Hongkong detained Rep. Ronald Singson ay kalokohan lang dahil he is charged sa drug trafficking. Paano po natin matrust si Vice Ryan ay di involved sa drug?

Opo, tama si Barbosa. Dapat i-start ni P-Noy na kasuhan ng mga smugglers and juetenglords sa Ilocos Sur kung meron pati na yung mga involved sa drugs. Mukhang marami kasing untouchables sa Ilocos Sur eh.

so, what's the use if voluntary na umayaw yung mga drug users? eh paano yung mga drug dealers o traffickers na nasa govierno?

ok ka kaibigan kung ang tinutukoymo ay yung nakaupo na vice mayor ngayon sa vigan na isang ginoong singson!

THE COMPREHENSIVE DANGEROUS DRUGS ACT OF 2002

ARTICLE III
Dangerous Drugs Test and Record Requirements
Sec. 36. Authorized Drug Testing. – Authorized drug testing shall be done by any government forensic laboratories or by any of the drug testing laboratories accredited and monitored by the DOH to safeguard the quality of test results. The DOH shall take steps in setting the price of the drug test with DOH accredited drug testing centers to further reduce the cost of such drug test. The drug testing shall employ, among others, two (2) testing methods, the screening test which will determine the positive result as well as the type of the drug used and the confirmatory test which will confirm a positive screening test. Drug test certificates issued by accredited drug testing centers shall be valid for a one-year period from the date of issue which may be used for other purposes. The following shall be subjected to undergo drug testing:
(a) Applicants for driver's license. – No driver's license shall be issued or renewed to any person unless he/she presents a certification that he/she has undergone a mandatory drug test and indicating thereon that he/she is free from the use of dangerous drugs;
(b) Applicants for firearm's license and for permit to carry firearms outside of residence. – All applicants for firearm's license and permit to carry firearms outside of residence shall undergo a mandatory drug test to ensure that they are free from the use of dangerous drugs: Provided, That all persons who by the nature of their profession carry firearms shall undergo drug testing;chanrobles virtual law library
(c) Students of secondary and tertiary schools. – Students of secondary and tertiary schools shall, pursuant to the related rules and regulations as contained in the school's student handbook and with notice to the parents, undergo a random drug testing: Provided, That all drug testing expenses whether in public or private schools under this Section will be borne by the government;
(d) Officers and employees of public and private offices. – Officers and employees of public and private offices, whether domestic or overseas, shall be subjected to undergo a random drug test as contained in the company's work rules and regulations, which shall be borne by the employer, for purposes of reducing the risk in the workplace. Any officer or employee found positive for use of dangerous drugs shall be dealt with administratively which shall be a ground for suspension or termination, subject to the provisions of Article 282 of the Labor Code and pertinent provisions of the Civil Service Law;
(e) Officers and members of the military, police and other law enforcement agencies. – Officers and members of the military, police and other law enforcement agencies shall undergo an annual mandatory drug test;
(f) All persons charged before the prosecutor's office with a criminal offense having an imposable penalty of imprisonment of not less than six (6) years and one (1) day shall have to undergo a mandatory drug test; andchanrobles virtual law library

In addition to the above stated penalties in this Section, those found to be positive for dangerous drugs use shall be subject to the provisions of Section 15 of this Act.
